各(ge)省(sheng)(自治區、直(zhi)轄(xia)市(shi))能源局,有關省(sheng)(自治區、直(zhi)轄(xia)市(shi))及新(xin)疆生產建(jian)設兵團(tuan)發展改(gai)革委(wei),北京市(shi)城市(shi)管理委(wei)員(yuan)會(hui),各(ge)派出機構,有關電力企業:

做好(hao)新形(xing)勢(shi)下(xia)新能(neng)源(yuan)消納工作,是規劃建設(she)新型能(neng)源(yuan)體系、構建新型電力系統的重(zhong)要內容(rong),對提升非化(hua)石能(neng)源(yuan)消費比重(zhong)、推動實現(xian)“雙(shuang)碳”目標具有(you)重(zhong)要意(yi)義。為深入貫徹落實習(xi)近平總書(shu)記在中共中央(yang)政治局第十二次集體學習(xi)時(shi)的重(zhong)要講話精神,提升電(dian)力系(xi)統對新能源(yuan)的消納能力,確保新能源(yuan)大規模發展(zhan)的同時(shi)保持合(he)理利用水平,推動新能源(yuan)高(gao)質量發展(zhan),現就有(you)關事(shi)項通知如下。

一(yi)、加快推進新(xin)能(neng)源(yuan)配套電網項(xiang)目建設(she)

(一)加強(qiang)規劃(hua)管理。對500千伏及以上配套(tao)(tao)電網(wang)項(xiang)(xiang)目(mu)(mu),國(guo)家(jia)能(neng)(neng)源局每年(nian)組織國(guo)家(jia)電力(li)發(fa)展(zhan)(zhan)規(gui)劃(hua)(hua)(hua)內(nei)項(xiang)(xiang)目(mu)(mu)調整,并為國(guo)家(jia)布(bu)局的(de)大型風(feng)電光伏基(ji)地(di)、流(liu)(liu)域水風(feng)光一(yi)體化基(ji)地(di)等(deng)重點(dian)項(xiang)(xiang)目(mu)(mu)開(kai)辟納規(gui)“綠色通道”,加快推動一(yi)批新能(neng)(neng)源配套(tao)(tao)電網(wang)項(xiang)(xiang)目(mu)(mu)納規(gui)。對500千伏以下配套(tao)(tao)電網(wang)項(xiang)(xiang)目(mu)(mu),省級能(neng)(neng)源主管(guan)(guan)部門要優化管(guan)(guan)理流(liu)(liu)程,做好(hao)項(xiang)(xiang)目(mu)(mu)規(gui)劃(hua)(hua)(hua)管(guan)(guan)理;結合分布(bu)式(shi)新能(neng)(neng)源的(de)開(kai)發(fa)方案(an)、項(xiang)(xiang)目(mu)(mu)布(bu)局等(deng),組織電網(wang)企業(ye)統籌編制配電網(wang)發(fa)展(zhan)(zhan)規(gui)劃(hua)(hua)(hua),科學加強(qiang)配電網(wang)建設,提升分布(bu)式(shi)新能(neng)(neng)源承載力(li)。

(二)加快(kuai)項(xiang)(xiang)目(mu)建設(she)(she)。各級能(neng)源(yuan)主管(guan)部門會同(tong)電(dian)(dian)(dian)網(wang)(wang)企(qi)(qi)業,每年按(an)(an)權限對已納入規劃(hua)(hua)的(de)新能(neng)源(yuan)配套電(dian)(dian)(dian)網(wang)(wang)項(xiang)(xiang)目(mu)建立項(xiang)(xiang)目(mu)清單,在確保安全的(de)前(qian)(qian)提下加快(kuai)推進前(qian)(qian)期、核準和建設(she)(she)工(gong)(gong)(gong)作(zuo),電(dian)(dian)(dian)網(wang)(wang)企(qi)(qi)業按(an)(an)季度(du)向(xiang)能(neng)源(yuan)主管(guan)部門報送項(xiang)(xiang)目(mu)進展情況,同(tong)時(shi)(shi)抄(chao)送所在地相應的(de)國家能(neng)源(yuan)局(ju)派出機(ji)構。電(dian)(dian)(dian)網(wang)(wang)企(qi)(qi)業承(cheng)擔電(dian)(dian)(dian)網(wang)(wang)工(gong)(gong)(gong)程建設(she)(she)主體責(ze)任(ren),要會同(tong)發(fa)電(dian)(dian)(dian)企(qi)(qi)業統籌確定新能(neng)源(yuan)和配套電(dian)(dian)(dian)網(wang)(wang)項(xiang)(xiang)目(mu)的(de)建設(she)(she)投產(chan)時(shi)(shi)序(xu),優化投資(zi)計劃(hua)(hua)安排(pai)(pai),與(yu)項(xiang)(xiang)目(mu)前(qian)(qian)期工(gong)(gong)(gong)作(zuo)進度(du)做好(hao)銜(xian)接,不得(de)因資(zi)金安排(pai)(pai)不及時(shi)(shi)影響(xiang)項(xiang)(xiang)目(mu)建設(she)(she)。對電(dian)(dian)(dian)網(wang)(wang)企(qi)(qi)業建設(she)(she)有困難或規劃(hua)(hua)建設(she)(she)時(shi)(shi)序(xu)不匹配的(de)新能(neng)源(yuan)配套送出工(gong)(gong)(gong)程,允許發(fa)電(dian)(dian)(dian)企(qi)(qi)業投資(zi)建設(she)(she),經電(dian)(dian)(dian)網(wang)(wang)企(qi)(qi)業與(yu)發(fa)電(dian)(dian)(dian)企(qi)(qi)業雙(shuang)方協商同(tong)意后可在適(shi)當時(shi)(shi)機(ji)由(you)電(dian)(dian)(dian)網(wang)(wang)企(qi)(qi)業依(yi)法依(yi)規進行回購。為做好(hao)2024年新能源消納工作(zuo),重點推動(dong)一(yi)批配套電網項(xiang)目(mu)建設(she)(詳(xiang)見附件1、2)。

(三)優化(hua)(hua)接網(wang)流程。電(dian)網(wang)企業(ye)要優化(hua)(hua)工作流程,簡(jian)化(hua)(hua)審核環節(jie),推行(xing)并聯辦理(li),縮(suo)減辦理(li)時限,進一步提高效率。要按照(zhao)國家關于電(dian)網(wang)公平(ping)開放的相關規定,主(zhu)動為新能源接入電(dian)網(wang)提供服務,更多采(cai)取“線上(shang)受理”“一次告知”等方式受理接入(ru)電網(wang)申請。

二、積極推進系統調(diao)節能力提升和網(wang)源協調(diao)發展

(四)加強系(xi)統調(diao)(diao)節(jie)能(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)(li)建設。省級能(neng)(neng)(neng)(neng)(neng)源(yuan)主管部(bu)門要會同國(guo)家能(neng)(neng)(neng)(neng)(neng)源(yuan)局派出機構(gou)及(ji)相(xiang)關部(bu)門,根據(ju)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)增長規模和(he)(he)利用率目標,開展(zhan)電(dian)力(li)(li)(li)(li)系(xi)統調(diao)(diao)節(jie)能(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)(li)需求分析,因地制宜制定本地區電(dian)力(li)(li)(li)(li)系(xi)統調(diao)(diao)節(jie)能(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)(li)提升方案,明確新(xin)增煤電(dian)靈活性改造、調(diao)(diao)節(jie)電(dian)源(yuan)、抽水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)、新(xin)型儲能(neng)(neng)(neng)(neng)(neng)和(he)(he)負荷側調(diao)(diao)節(jie)能(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)(li)規模,以及(ji)省間互濟等調(diao)(diao)節(jie)措施(shi),并(bing)組(zu)織(zhi)做好落實。國(guo)家能(neng)(neng)(neng)(neng)(neng)源(yuan)局結合國(guo)家電(dian)力(li)(li)(li)(li)發展(zhan)規劃(hua)編制,組(zu)織(zhi)開展(zhan)跨(kua)省區系(xi)統調(diao)(diao)節(jie)能(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)(li)優化布局工作,促(cu)進(jin)調(diao)(diao)節(jie)資源(yuan)優化配置。

(五)強化調(diao)節資源效(xiao)果(guo)(guo)評(ping)估認定。省級(ji)能源主管(guan)部門要會同國家能源局派(pai)出(chu)機(ji)構,組織電網企(qi)業等單位,開(kai)展煤電機(ji)組靈活性(xing)(xing)改造(zao)效(xiao)果(guo)(guo)綜合評(ping)估,認定實際調(diao)節能力,分析運(yun)行(xing)情況,提出(chu)改進要求(qiu);開(kai)展對各類(lei)儲能設(she)施調(diao)節性(xing)(xing)能的評(ping)估認定,提出(chu)管(guan)理(li)要求(qiu),保障調(diao)節效(xiao)果(guo)(guo);合理(li)評(ping)估負(fu)荷側調(diao)節資源參與系統調(diao)節的規(gui)模(mo)和置信度,持續挖掘潛力。

(六)有(you)序安(an)排新能(neng)(neng)(neng)源(yuan)項目建(jian)設(she)(she)。省級(ji)能(neng)(neng)(neng)源(yuan)主管部(bu)(bu)(bu)門(men)要(yao)(yao)結(jie)合消納(na)能(neng)(neng)(neng)力,科學安(an)排集中式新能(neng)(neng)(neng)源(yuan)的(de)開發布(bu)局、投產時(shi)序和消納(na)方(fang)向,指導督促市(縣(xian))級(ji)能(neng)(neng)(neng)源(yuan)主管部(bu)(bu)(bu)門(men)合理安(an)排分布(bu)式新能(neng)(neng)(neng)源(yuan)的(de)開發布(bu)局,督促企業切實抓好(hao)落實,加強新能(neng)(neng)(neng)源(yuan)與(yu)配套(tao)電(dian)(dian)網建(jian)設(she)(she)的(de)協同力度。對列入規劃(hua)布(bu)局方(fang)案的(de)沙漠戈(ge)壁荒漠地區(qu)大型風電(dian)(dian)光(guang)伏基地,要(yao)(yao)按(an)照(zhao)國家有(you)關(guan)部(bu)(bu)(bu)門(men)關(guan)于風電(dian)(dian)光(guang)伏基地與(yu)配套(tao)特高壓通道開工(gong)建(jian)設(she)(she)的(de)時(shi)序要(yao)(yao)求,統(tong)籌推進新能(neng)(neng)(neng)源(yuan)項目建(jian)設(she)(she)。

(七)切實提升新(xin)(xin)能源并(bing)網性能。發(fa)電(dian)企業要(yao)(yao)大力提升新(xin)(xin)能源友好并(bing)網性能,探(tan)索應(ying)用長時間尺(chi)度功率預測(ce)、構網型新(xin)(xin)能源、各(ge)類(lei)新(xin)(xin)型儲能等新(xin)(xin)技術,提升新(xin)(xin)能源功率預測(ce)精度和主動(dong)支撐能力。電(dian)網企業要(yao)(yao)積(ji)極與(yu)發(fa)電(dian)企業合作,加強省級(ji)/區域(yu)級新能(neng)(neng)(neng)源(yuan)場站(zhan)基礎信息和(he)歷史數據共享,共同促(cu)進新能(neng)(neng)(neng)源(yuan)友(you)好并網技術進步。國(guo)家能(neng)(neng)(neng)源(yuan)局組織修(xiu)訂新能(neng)(neng)(neng)源(yuan)并網標(biao)(biao)準,明確新能(neng)(neng)(neng)源(yuan)并網運(yun)行規范,推動標(biao)(biao)準實施應用,提升(sheng)新能(neng)(neng)(neng)源(yuan)并網性能(neng)(neng)(neng),促(cu)進新能(neng)(neng)(neng)源(yuan)高(gao)質量發展。

三、充分發(fa)揮電(dian)網資(zi)源配(pei)置(zhi)平(ping)臺作用

(八)進一(yi)步提(ti)升(sheng)電(dian)(dian)網(wang)資源(yuan)配置能(neng)(neng)(neng)力(li)(li)。電(dian)(dian)網(wang)企業要(yao)結合(he)新能(neng)(neng)(neng)源(yuan)基(ji)地建(jian)設,進一(yi)步提(ti)升(sheng)跨(kua)省(sheng)跨(kua)區輸(shu)電(dian)(dian)通道輸(shu)送新能(neng)(neng)(neng)源(yuan)比例(li);根(gen)據新能(neng)(neng)(neng)源(yuan)消納需要(yao)及時調(diao)(diao)(diao)(diao)整(zheng)運(yun)行(xing)方式,加強省(sheng)間(jian)互濟,拓展消納范圍;全面(mian)提(ti)升(sheng)配電(dian)(dian)網(wang)可(ke)觀可(ke)測、可(ke)調(diao)(diao)(diao)(diao)可(ke)控能(neng)(neng)(neng)力(li)(li);完善調(diao)(diao)(diao)(diao)度運(yun)行(xing)規程,促進各類(lei)調(diao)(diao)(diao)(diao)節(jie)資源(yuan)公平調(diao)(diao)(diao)(diao)用和調(diao)(diao)(diao)(diao)節(jie)能(neng)(neng)(neng)力(li)(li)充分(fen)發揮(hui);構建(jian)智慧化調(diao)(diao)(diao)(diao)度系(xi)統(tong),提(ti)高(gao)電(dian)(dian)網(wang)對高(gao)比例(li)新能(neng)(neng)(neng)源(yuan)的調(diao)(diao)(diao)(diao)控能(neng)(neng)(neng)力(li)(li)。因地制(zhi)宜推動(dong)新能(neng)(neng)(neng)源(yuan)微(wei)電(dian)(dian)網(wang)、可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)局域網(wang)建(jian)設,提(ti)升(sheng)分(fen)布式新能(neng)(neng)(neng)源(yuan)消納能(neng)(neng)(neng)力(li)(li)。

(九(jiu))充分發揮電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)機制作用。省級(ji)能(neng)(neng)源(yuan)主管部門(men)(men)、國家能(neng)(neng)源(yuan)局派出(chu)機構及相關(guan)部門(men)(men)按(an)職責加(jia)快(kuai)建設與新(xin)能(neng)(neng)源(yuan)特性(xing)相適應的電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)機制。優化(hua)省間電(dian)(dian)(dian)力(li)(li)交易機制,根(gen)據合同約(yue)定,允(yun)許送電(dian)(dian)(dian)方(fang)在受(shou)(shou)端(duan)省份電(dian)(dian)(dian)價較(jiao)低時段,通過采購受(shou)(shou)端(duan)省份新(xin)能(neng)(neng)源(yuan)電(dian)(dian)(dian)量完成(cheng)送電(dian)(dian)(dian)計劃。加(jia)快(kuai)電(dian)(dian)(dian)力(li)(li)現(xian)貨市(shi)場(chang)建設,進一(yi)步推(tui)動新(xin)能(neng)(neng)源(yuan)參與電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)。打(da)破(po)省間壁壘,不得限制跨省新(xin)能(neng)(neng)源(yuan)交易。探(tan)索分布式新(xin)能(neng)(neng)源(yuan)通過聚(ju)合代(dai)理等方(fang)式有序(xu)公(gong)平參與市(shi)場(chang)交易。建立健(jian)全區域電(dian)(dian)(dian)力(li)(li)市(shi)場(chang),優化(hua)區域內省間錯峰(feng)互濟空間和資源(yuan)共享能(neng)(neng)力(li)(li)。

四、科學優化(hua)新能源利(li)用率目標

(十)科學確(que)定(ding)各地新(xin)能源(yuan)(yuan)利(li)用率(lv)目標。省級(ji)能源(yuan)(yuan)主管部門要(yao)會同相關部門,在科學開展(zhan)(zhan)新(xin)能源(yuan)(yuan)消納分析的基礎上(shang)(shang),充分考(kao)慮新(xin)能源(yuan)(yuan)發展(zhan)(zhan)、系(xi)統承載力(li)、系(xi)統經(jing)濟性、用戶承受能力(li)等因素(su),與本地區電網(wang)企業(ye)、發電企業(ye)充分銜接(jie)后,確(que)定(ding)新(xin)能源(yuan)(yuan)利(li)用率(lv)目標。部分資源(yuan)(yuan)條件較好的地區可適當放(fang)寬新(xin)能源(yuan)(yuan)利(li)用率(lv)目標,原則上(shang)(shang)不低于90%,并根據消納(na)形勢(shi)開展(zhan)年度動態評估。

(十一(yi))優(you)化(hua)新能(neng)源(yuan)利用率目(mu)標(biao)管(guan)理方(fang)式(shi)。省級能(neng)源(yuan)主管(guan)部門對(dui)本地區新能(neng)源(yuan)利用率目(mu)標(biao)承擔總(zong)體責任,于每(mei)年一(yi)季(ji)度按相關(guan)原則組織有關(guan)單位研究(jiu)提出(chu)當年新能(neng)源(yuan)利用率目(mu)標(biao)。各省份新能(neng)源(yuan)利用率目(mu)標(biao)要(yao)(yao)抄報(bao)國(guo)家能(neng)源(yuan)局(ju),并(bing)抄送(song)所(suo)在地相應的國(guo)家能(neng)源(yuan)局(ju)派出(chu)機構(gou),國(guo)家能(neng)源(yuan)局(ju)會同有關(guan)單位進行全國(guo)統籌,必要(yao)(yao)時對(dui)部分省份的目(mu)標(biao)進行調整。

(十二)強化新(xin)能(neng)源利用(yong)(yong)(yong)率(lv)目標執行(xing)。省(sheng)(sheng)級能(neng)源主管(guan)部(bu)門根據(ju)當年(nian)可再生能(neng)源電力消納責任權重目標及(ji)新(xin)能(neng)源利用(yong)(yong)(yong)率(lv)目標,確(que)定(ding)新(xin)能(neng)源年(nian)度開發方(fang)(fang)案(an)和配套消納方(fang)(fang)案(an)。新(xin)能(neng)源年(nian)度開發方(fang)(fang)案(an)要分地區(qu)確(que)定(ding)開發規模,集中式(shi)(shi)新(xin)能(neng)源要具體到項目和投產時序(xu),消納方(fang)(fang)案(an)要明確(que)各類(lei)調(diao)節能(neng)力建設安排、拓展消納空間的措(cuo)施(shi)及(ji)實(shi)(shi)施(shi)效果(guo)。電網企業要進一(yi)步壓實(shi)(shi)責任,圍繞新(xin)能(neng)源利用(yong)(yong)(yong)率(lv)目標持續完善消納保障(zhang)措(cuo)施(shi)。對(dui)實(shi)(shi)際利用(yong)(yong)(yong)率(lv)未(wei)達目標的省(sheng)(sheng)份,國家能(neng)源局以約談、通報等方(fang)(fang)式(shi)(shi)予以督促整改。

五(wu)、扎實做好新(xin)能源消納數據統計(ji)管理

(十三)統(tong)(tong)(tong)一新能(neng)源(yuan)利(li)用(yong)率(lv)統(tong)(tong)(tong)計口徑(jing)。發電和(he)電網企業要(yao)嚴格落實國家能(neng)源(yuan)局(ju)《風(feng)電場利(li)用(yong)率(lv)監測統(tong)(tong)(tong)計管理(li)辦法》(國能(neng)發新能(neng)規〔2022〕49號)和(he)《光(guang)伏電(dian)(dian)(dian)站消(xiao)納監測(ce)統(tong)計(ji)管理(li)辦法(fa)》(國(guo)能發新能規〔2021〕57號)(以(yi)下簡稱《辦法(fa)》)規定(ding)(ding)的風電(dian)(dian)(dian)場、光(guang)伏電(dian)(dian)(dian)站可用發電(dian)(dian)(dian)量(liang)和(he)受限(xian)電(dian)(dian)(dian)量(liang)統(tong)計(ji)方法(fa),新能源(yuan)利用率按僅(jin)考(kao)慮系(xi)統(tong)原因受限(xian)電(dian)(dian)(dian)量(liang)的情(qing)況計(ji)算,電(dian)(dian)(dian)網企業要明(ming)確并公(gong)布特殊原因受限(xian)電(dian)(dian)(dian)量(liang)的認定(ding)(ding)標準及(ji)計(ji)算說(shuo)明(ming)。

(十四)加強(qiang)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)數據(ju)校核。發電(dian)(dian)(dian)(dian)和電(dian)(dian)(dian)(dian)網企業要嚴格按《辦法(fa)》要求(qiu),向(xiang)全國新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)力消(xiao)納(na)監測(ce)(ce)預警中心(xin)報送新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)并網規模、利用(yong)率和可用(yong)發電(dian)(dian)(dian)(dian)量、實際發電(dian)(dian)(dian)(dian)量、受限電(dian)(dian)(dian)(dian)量、特(te)殊原因受限電(dian)(dian)(dian)(dian)量等基礎數據(ju),配合全國新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)力消(xiao)納(na)監測(ce)(ce)預警中心(xin)做好數據(ju)統(tong)計校核。全國新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)力消(xiao)納(na)監測(ce)(ce)預警中心(xin)會同國家可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)信息管理中心(xin)共(gong)同開展新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)數據(ju)統(tong)計校核工(gong)作,向(xiang)國家能(neng)(neng)(neng)(neng)源(yuan)(yuan)局報送新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)情況。

(十五)強化信(xin)息披露和(he)統(tong)計監管。各級電(dian)網企業嚴格按《辦法》要求,每(mei)月向(xiang)其(qi)電(dian)力調(diao)度(du)機構(gou)調(diao)度(du)范(fan)圍(wei)內的風電(dian)場(chang)、光(guang)伏電(dian)站(zhan)披露利用(yong)率及可用(yong)發電(dian)量(liang)(liang)、實(shi)際發電(dian)量(liang)(liang)、受限(xian)電(dian)量(liang)(liang)、特殊原(yuan)因(yin)受限(xian)電(dian)量(liang)(liang)等(deng)基礎數據(ju)(ju)(ju)。國家能(neng)(neng)源局派出(chu)機構(gou)對(dui)發電(dian)和(he)電(dian)網企業的新能(neng)(neng)源消納數據(ju)(ju)(ju)統(tong)計工作(zuo)開展監督檢查,督促(cu)相關(guan)單(dan)位如實(shi)統(tong)計、披露數據(ju)(ju)(ju)。

六、常(chang)態化開展新能(neng)源消納監測分(fen)析和(he)監管工作

(十六)加強監測分(fen)析和(he)預警。國(guo)(guo)家能(neng)(neng)源(yuan)(yuan)局組織全(quan)國(guo)(guo)新(xin)能(neng)(neng)源(yuan)(yuan)電(dian)力消(xiao)(xiao)(xiao)(xiao)納(na)監測預警中心、國(guo)(guo)家可再生能(neng)(neng)源(yuan)(yuan)信息(xi)管理中心,開展(zhan)月(yue)度(du)消(xiao)(xiao)(xiao)(xiao)納(na)監測、半年(nian)(nian)分(fen)析會商和(he)年(nian)(nian)度(du)消(xiao)(xiao)(xiao)(xiao)納(na)評估工作。全(quan)面跟蹤分(fen)析全(quan)國(guo)(guo)新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)(xiao)納(na)形勢(shi),專(zhuan)題研(yan)究新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)(xiao)納(na)困難(nan)地(di)區問(wen)題,督促各(ge)單位按職(zhi)責分(fen)工落實(shi)。每年(nian)(nian)一季度(du),做好上年(nian)(nian)度(du)新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)(xiao)納(na)工作總(zong)結(jie),滾動測算各(ge)省(sheng)份(fen)本年(nian)(nian)度(du)新(xin)能(neng)(neng)源(yuan)(yuan)利用率和(he)新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)(xiao)納(na)空間(jian),同步開展(zhan)中長周期(3—5年)測(ce)算,提出措施(shi)建議。

(十七)開(kai)展新(xin)能(neng)源(yuan)(yuan)消(xiao)納監(jian)(jian)管(guan)。國家能(neng)源(yuan)(yuan)局(ju)及其(qi)派出(chu)機構(gou)將新(xin)能(neng)源(yuan)(yuan)消(xiao)納監(jian)(jian)管(guan)作(zuo)為一(yi)項重要(yao)(yao)監(jian)(jian)管(guan)內容,圍繞消(xiao)納工作(zuo)要(yao)(yao)求,聚焦消(xiao)納舉措(cuo)落實,常態化開(kai)展監(jian)(jian)管(guan)。加(jia)強(qiang)對新(xin)能(neng)源(yuan)(yuan)跨省消(xiao)納措(cuo)施(shi)(shi)的(de)監(jian)(jian)管(guan),督促有(you)關單(dan)位取消(xiao)不合理的(de)限制性(xing)措(cuo)施(shi)(shi)。

各(ge)地各(ge)單位(wei)要按以上要求認(ren)真做(zuo)好(hao)新能源(yuan)消(xiao)納工作,如遇重大事項,及時(shi)報告國(guo)家能源(yuan)局。
